Bing Ads uses CPC which is cost-per-click, so when someone clicks on your ad you are charged an amount which is determined on the maximum CPC bid you have set.

You will only ever be charged the minimum amount necessary as it is an auction to keep your ad on the results pages. If you create an ad with Bing Ads it could be displayed within any Bing and Yahoo! owned and operated sites. It could also appear on their syndicated partner sites and across computers and mobile devices.
